COMMUNICATIONS COMMITTEE / WEBSITE / WEBMASTERING PROCESSES

Accepted by the Executive Committee 20 September 98

The following Rules govern the Communications Committee concerning Communication Committee processes and Website processes.

We recognize that the operation and maintenance of our GPNJ Website is under the jurisdiction of the Communication Committee, and that Communications Committee is of course subordinate to the GPNJ Executive Committee.

In an effort to achieve simultaneous efficiency and fairness in the processing of decisions concerning our GPNJ Website, the GPNJ Communications Committee does hereby adopt the following proposal as the formal procedures concerning maintenance of our website.

JURISDICTION

bulletCommunications Committee has authority over the operation and maintenance of our Website; it is understood that all of Communications Committee's authority is at the discretion of the GPNJ Executive Committee; Communications Committee is defined as all Communication Committee members of GPNJ in good standing.
bulletApproval by Communications Committee of a webmaster for the website, or of a team of webmasters is required.
bulletApproval of the webmaster(s) shall be by a voting "simple majority" among members, the vote to be tallied by either the Communications Committee Chair person or by the Communications Committee Secretary. In the event that neither the Communications Committee Chair nor the Communications Committee Secretary is available, the Communications Committee may request votes be tallied by the GPNJ Secretary, the Vice Chair people, or the GPNJ Chair person.
bulletIn the event of a "tie vote" within Communications Committee concerning the selection of a particular prospective webmaster, the candidate shall not be considered selected as a webmaster, as all prospective webmasters must achieve a simple majority of votes within Communications Committee.
bulletCommunications Committee has authority to post or delete any item, image, sound or text on our GPNJ website.
bulletCommunications Committee has authority to discontinue any webmaster when, in the opinion of a simple majority of Communications Committee members, the webmaster's work on the site is not acceptable.
bulletThe webmaster(s) is(are) to post approved items in a timely fashion. Failure to do so is cause for dismissal as webmaster.

WHAT GOES ON THE WEBSITE? WHAT'S THE PROCESS???

bulletAll formally approved "official party business" that is for public notification is posted on the website at the discretion of the webmaster(s) or any party officer, committee chair person, or county/local coordinator.
bulletIn order to avoid duplication and confusion, when a team of webmasters are working on the site, each of them is required to notify the other webmasters of the item, image, text or sound the webmaster will post on the website.
bulletWhen a team of webmasters are working on the site, webmasters will notify other webmasters when entering the website to make changes and when changes are complete.
bulletNo one shall modify the website without the knowledge and approval of the webmaster(s).
bulletThe webmaster(s) shall enjoy some latitude in style and content, and may post items, images and text on the website; however the webmasters must notify all Communications Committee members of every item, image, or text that is posted on the website.
bulletIf in the opinion of a simple majority of Communications Committee members any particular item, image, or text is not appropriate for the website, the webmasters are required to remove it immediately upon formal notification from the Communications Committee chair person.
bulletAny party member in good standing is entitled to approach any webmaster to ask to have some item, image, text or sound on our GPNJ website. The webmasters have the discretion to post or decline any item any party member requests be put on our site.
bulletIn the event that a webmaster or webmasters deny an item that has been requested to be put on our site, any party member is entitled to appeal the webmasters' decision to the Communications Committee. The Communications Committee shall at its discretion, by decision of a simple majority of its members, either override the webmasters' decision or uphold it.
bulletIn the event any party member in good standing finds anything on our site that the member considers inappropriate or unacceptable, that member is entitled to notify the webmasters and/or approach the Communications Committee with the objection. The webmasters are required to inform any party member in good standing of the options that are available to either remove or install anything on our site.
bulletIn the event any party member in good standing is not satisfied with the decision made by webmasters or the Communications Committee, that member shall be informed of the right to appeal any decision to the Executive Committee at its next regularly scheduled meeting. The EC will give any such grievance a place on the EC agenda.
bulletWhile we will welcome all suggestions for all manner of things that are suggested for our site by people outside the GPNJ, any such request shall be subordinate to any party business that is before the webmasters. If outside people want stuff on the website fast, let ‘em join the Green Party. Again, the posting of such items shall be at the discretion of the webmasters as subject to approval by the Communications Committee.
bulletIn order to facilitate prompt response by webmasters, all items submitted for posting and/or requested additions, changes or deletions will be submitted to the webmasters in writing, either via email or paper copy. All such items shall be clearly marked "GPNJ – Website – Request". Items shall also be clearly marked by category (e.g., Press Release, Campaign News, Discussion Item, Contact Information).

To Review:

The webmasters have to notify the Communications Committee of everything they put on the site without prior approval from the Communications Committee or the Executive Committee.

Webmasters shall not post anything on the site that is officially disapproved by either the Communications Committee or the Executive Committee.

If a member submits something to a webmaster and that item is rejected, the member must first come to the Communications Committee with an objection.

If the member gets no satisfaction from the Communications Committee, the member can appeal the Communications Committee decision to the Executive Committee.
