Proposal to Regionalize the Green Party of New Jersey

This Proposal was made and passed at the GPNJ meeting held on November 19, 2005 in Vineland, NJ.

Presenters: Rich Raimonde and Ken McGill

Purpose:
To create a more efficient way for GPNJ to operate. This would eliminate long distance travel , curtail costly conference calls, and facilitate more face-to-face meetings while encouraging more membership participation.

Proposal:
1. Establish three regional Councilıs under the GPNJ banner.
2. They would be designated as North, Central and South.
a) Each would have shared agendas initiated by the EC/GC.
1. However, as Regional GCıs, agenda items could be added specific to each Region.
2. Each would have monthly meetings for three consecutive months and ALL Regions would meet in a central location on the fourth, eighth and twelfth month.
3. Members may enroll at Regional or State level; however, all members should be reported to the EC Membership Chair so that a full and complete list of GPNJ membership is recorded. 4. All GPNJ members and friends are welcome and encouraged to attend Regional meetings.
5. This proposal is being put forward as a trial for a period of one year. Adjustments may be made as the necessity arises, and at the end of the year a determination will be made as to itıs success or failure.

Explanations:
1. Each Region would continue to operate under the current policies and
bylaws.
a. Meetings may be rotated throughout the counties of a particular
Region and chaired by the hosting local. This will change from month to month, thereby giving each local an opportunity to host and chair a meeting.
2. The three designated Regions are North, Central and South, and will
be comprised of the following counties:
a. North: Hudson, Essex, Morris, Warren, Bergen, Passaic and Sussex.
b. Central: Mercer, Ocean, Monmouth, Middlesex, Somerset, Union and
Hunterdon.
c. South: Cumberland, Salem, Gloucester, Camden, Burlington, Atlantic
and Cape May.
3. Agendas will be prepared two weeks in advance of a meeting and
broadcast for comments and additions. Final agenda will be published the Wednesday prior to a Saturday meeting.
a. If Regional agenda items require the attention of the entire Green
Council, they should be added to the next EC/GC Agenda. Agenda items which effect all Regions could be voted on a Regional basis, tallied and ratified at the next scheduled Statewide meeting.
4. Dates are not set in stone, however, the following schedule is
recommended: Dates should be set early in the year.
a. Regional meetings could take place the third Saturday of January,
February & March, May, June & July, September, October, & November.
b. State EC/GC meetings could take place on the third Saturday of April,
August & December.
c. The next annual convention will take place in early February 2007.
d. It is also recommended meetings be held in public facilities, i.e.
libraries, municipal buildings, Unitarian Churches, etc. This will
encourage community involvement and promote Green Party recognition.
5. Members must enroll and pay annual dues in order to be in good
standing and entitled to a vote. It is also important to maintain a central repository of our membership so that we may be able to contact all members who may not have Internet access. In order to exercise our ideology of fair and equal representation, of one Green one vote (OGOV), we must be able to notify, in writing, all members in good standing, when their vote is required.
a. The GPNJ Treasury will continue itıs current function.
b. Regions or locals may maintain their own treasuries, if they so
choose, to cover their own expenses.
c. Dues will be shared on a voluntary basis, as in the past.
d. Special requests for funds by a Regional will be decided and voted on
by the EC.


It is our hope that this proposal will facilitate better attendance by activating dormant locals, beginning new ones, and creating a critical mass which will attract more people who share our values to join in growing the Green movement and becoming active members in their communities, the State and our world, so that we can fulfill our mission to leave a better world to future generations.
